Basi Yethro, kuhani wa Midiani, mkwewe Musa, alisikia habari ya mambo hayo yote Mungu aliyokuwa amemtendea Musa, na Waisraeli watu wake, jinsi Bwana alivyowaleta Israeli watoke Misri.
Now Jethro, the priest of Midian, Moses' father-in-law, heard of all that God had done for Moses, and for Israel his people, how that Yahweh had brought Israel out of Egypt.

Ndipo Yethro mkwewe Musa akamtwaa Sipora, mke wa Musa, baada ya yeye kumrudisha,
Jethro, Moses' father-in-law, received Zipporah, Moses' wife, after he had sent her away,

pamoja na wanawe wawili; katika hao, jina la mmoja ni Gershomu, maana alisema, Mimi nimekuwa mgeni katika nchi ya ugenini;
and her two sons. The name of one son was Gershom,{"Gershom" sounds like the Hebrew for "an alien there."} for Moses said, "I have lived as a foreigner in a foreign land".

The name of the other was Eliezer,{Eliezer means "God is my helper."} for he said, "My father's God was my help and delivered me from Pharaoh's sword."

Basi Yethro, mkwewe Musa, pamoja na mke wa Musa na wanawe wawili wakamwendea Musa huko nyikani, hapo alipokuwa amepanga, kwenye mlima wa Mungu;
Jethro, Moses' father-in-law, came with his sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God.

naye akamwambia Musa, Mimi Yethro mkweo nimekuja kwako, na mkeo, na wanawe wawili pamoja naye.
He said to Moses, I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.

Basi Musa akatoka nje ili amlaki mkwewe, akasujudia na kumbusu; nao wakaulizana habari; kisha wakaingia hemani.
Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent.

Musa akamwambia mkwewe mambo hayo yote Bwana aliyomtenda Farao na Wamisri kwa ajili ya Israeli, na mambo mazito yote yaliyowapata njiani, na jinsi Bwana alivyowaokoa.
Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel's sake, all the hardships that had come on them on the way, and how Yahweh delivered them.

Yethro alifurahi kwa ajili ya wema wote Bwana aliowatendea Israeli, kwa alivyo waokoa mikononi mwa Wamisri.
Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians.

Kisha Yethro akasema, Na ahimidiwe Bwana aliyewaokoa na mikono ya Wamisri, na mkono wa Farao; aliyewaokoa watu hao watoke mikononi mwa Wamisri.
Jethro said, "Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians.

Sasa najua ya kuwa Bwana ni mkuu kuliko miungu yote; naam, katika jambo hilo walilowatenda kwa unyeti.
Now I know that Yahweh is greater than all gods because of the thing in which they dealt arrogantly against them."

Yethro mkwewe Musa akamletea Mungu sadaka ya kuteketezwa na dhabihu; na Haruni akaja, na wazee wote wa Israeli, wale chakula pamoja na mkwewe Musa mbele za Mungu.
Jethro, Moses' father-in-law, took a burnt offering and sacrifices for God. Aaron came with all of the elders of Israel, to eat bread with Moses' father-in-law before God.

Asubuhi yake Musa akaketi ili awapishie hukumu watu; na hao watu wakasimama kumzunguka Musa tangu asubuhi hata jioni.
It happened on the next day, that Moses sat to judge the people, and the people stood around Moses from the morning to the evening.

Mkwewe Musa alipoyaona yote aliyowafanyia watu, akasema, Ni jambo gani hili uwatendealo hao watu? Kwani wewe kuketi hapo peke yako, na watu wote kusimama kwako tangu asubuhi hata jioni?
When Moses' father-in-law saw all that he did to the people, he said, "What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?"

Musa akamwambia mkwewe, Ni kwa sababu watu hunijilia mimi wapate kumwuliza Mungu;
Moses said to his father-in-law, "Because the people come to me to inquire of God.
16
wakiwa na neno, hunijilia; nami naamua kati ya mtu na mwenziwe, nami nawajuvisha amri za Mungu, na sheria zake.
When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws."
17
Mkwewe Musa akamwambia, Jambo hili ufanyalo si jema.
Moses' father-in-law said to him, "The thing that you do is not good.
18
Huna budi utadhoofika wewe, na hawa watu walio pamoja nawe pia; maana jambo hili ni zito mno kwako; huwezi wewe kulitenda peke yako.
You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone.
19
Sikiza sasa neno langu, nitakupa shauri, na Mungu na awe pamoja nawe; uwe wewe kwa ajili ya watu mbele ya Mungu, nawe umletee Mungu maneno yao;
Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God.

nawe utawafundisha zile amri na sheria, nawe utawaonyesha njia ambayo inawapasa kuiendea, na kazi ambayo inawapasa kuifanya.
You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do.
21
Zaidi ya hayo utajipatia katika watu hawa watu walio na uwezo, wenye kumcha Mungu, watu wa kweli, wenye kuchukia mapato ya udhalimu; ukawaweka juu yao, wawe wakuu wa maelfu, na wakuu wa mia, na wakuu wa hamsini, na wakuu wa kumi;
Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

nao wawaamue watu hawa sikuzote; kisha, kila neno lililo kubwa watakuletea wewe, lakini kila neno dogo wataliamua wenyewe; basi kwako wewe mwenyewe utapata nafasi zaidi, nao watauchukua huo mzigo pamoja nawe.
Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you.

Kwamba utafanya jambo hili, na Mungu akikuagiza hivyo, basi utaweza kusimama wewe, na watu hawa wote nao watakwenda mahali pao kwa amani.
If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace."

Basi Musa akasikiza neno la mkwewe, akayafanya yote aliyokuwa amemwambia.
So Moses listened to the voice of his father-in-law, and did all that he had said.
25
Musa akawachagua watu wenye uwezo katika Israeli yote, akawaweka wawe vichwa juu ya watu, wakuu wa maelfu, na wakuu wa mia, na wakuu wa hamsini, na wakuu wa kumi.
Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

Nao wakawaamua watu sikuzote; mashauri magumu wakamletea Musa, lakini kila neno dogo wakaliamua wenyewe.
They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.
27
Kisha Musa akaagana na mkwewe; naye akaenda zake, mpaka nchi yake mwenyewe. </p>
Moses let his father-in-law depart, and he went his way into his own land.
