It simply grabs hold of a revelation that the prophet Daniel recorded in his seventh chapter. When Daniel saw the Ancient of Days taking His seat on the throne, he wasn't looking at a fleeting figure, but at the eternal God whose dominion is an everlasting dominion that will not pass away.
