Pulpit CommentaryVerse 21. - The stones shall be with the names. Rather, "according to the names;" the number of the stones shall agree with that of the names, viz., twelve. Everyone with his name shall they be according to the twelve tribes. Rather, "every one according to its name, they shall be for the twelve tribes," i.e., each, according to the name that is on it, shall stand for one of the twelve tribes.

Ellicott's Commentary for English Readers(21) The stones shall be with the names of the children of Israel.--Rather, the stones shall be according to the names, &c.--twelve, neither more nor fewer.Every one with his name . . . --Rather, each stone, according to its name (i.e., the name engraved upon it), shall be (or, stand) for one of the twelve tribes.
