Pulpit CommentaryVerse 6. - He who smote the people; rather, which smote the peoples. The participle translated "he who smote" refers to "staff" or "scepter." With a continual stroke; i.e. incessantly, one war following another without pause or stop. He that ruled, etc.; rather, which ruled the nations in anger with a persecution that held not back.

Ellicott's Commentary for English Readers(6) He who smote . . .--Better, which smote, the whole verse being of the nature of a relative clause, with the "sceptre" for antecedent.A continual stroke.--Literally, a stroke without ceasing.Is persecuted, and none hindereth.--Better, completing the parallelism, with a trampling that is not stayed.
